Guide To Playing PS2 Grand Theft Auto (GTA) Vice City Stories - The Side Missions
Parental Warning: Grand Theft Auto Vice City Stories is not a game for children. The rating is MA which is meant for adults over the age of 18. The review for this game is loaded with language and suggestive words and also not meant for those under age 18. The reality is many children under the age of 18 do in fact play this game and are probably reading this review right now. That is between them and their parents. I cannot supervise children who read this review nor can I be in your living room to stop them. That is your job.
If you are a parent, at least be aware if your children are playing this game and set down boundaries for them. If you choose to let them play, make sure they know the difference between fantasy and reality, most children do understand the difference and would never do these things in real life. A handful of disturbed individuals, regardless of age, may be unduly influenced by this game. If you are responsible for such a person, please make sure they are not playing it.
Grand Theft Auto is a game that glorifies killing and general bad behavior including drugs and illicit sex. It is a game for sick degenerates who think it is funny, myself included. All of the Rockstar series of the Grand Theft Auto Games are rated MA.
This is the guide for Vice City Stories for the Play Station 2, not the PSP. This contains spoilers as well as tips on how to get through the mission.
Once both parts of the islands are opened, this would be a perfect time to get many of the side missions out of the way. The bulk of your 100% completion level rest in these side missions. In case you haven't do so, print out these maps to help you.
Helpful Maps
99 Red Balloons
Yes, it is a tribute to Nena's song. For each set of 10 you pop, you get a weapon. And then you get some for the last set of 9. The weapons will be at each of your safe homes:
- Pistol - 10 balloons
- Scorpion - 20 balloons
- Stubby Shotgun - 30 balloons
- Molotovs - 40 balloons
- AK-47 - 50 balloons
- Body Armor - 60 balloons
- Flame-Thrower - 70 balloons
- Equalizer - 80 balloons
- Sniper - 90 balloons
- M249 - 99 balloons
Keeping track is easy when you print out the mapped location of the balloons and use your control to mark the ones you popped (select, map, hold X to bring up the option to display hidden extras and use your D-pad to find balloons.)
Get all 99 Red balloons. If you have a sniper rifle, this is the best weapon to get them. If not, you will need a combination of a shotgun and an SMG depending on how far you have to reach. There are a few that are way high up. So go to the Compound location and get the helicopter that is near the coast area as it has gun power that will help you shoot the ones on the really high buildings and one particular balloon that is inside a high building.
If you have a laser sniper which has a better range, try to pop as many as you can with it. There are some that are in closer range that you can use your other guns. To manually shoot, hold R1 and push L3 at the same time and aim at the balloon you intend on popping.
Doing these missions are essential if you don't want to use up your money at Ammu-Nation. Of course if you wanted an earlier start you can leap over the bridge with a high enough truck before the rest of the island opens up, your best shot is near the Leaf Links road. If you have reached this far already, chances are you probably already have some of the balloons popped. Now is a good time as any to get them all because you will have some missions that you will love to have that M249.
Civic Duties
These are the missions for your character to show the community at large he is civic minded while he gets the benefits of finishing these missions which will help him better commit crimes against them.
As mentioned at the start, it is best to do some of these at the beginning of the game like the ambulance, fire fighter, taxi and vigilante. If you find the vigilante too hard, wait until the other island is opened and there is a way to do it easier. The reason you would want to do those missions before opening the east side is so your locations to hit are limited.
Ambulance
15 levels. Get into an ambulance and press R3 to start the mission. Find the patient and safely drive them to the hospital in a timely manner. The more you move up a level, the patient load is increased by one. For each you pick up, more time is added. For each drop off, more time is added. Hit level 5 and 10 to get a checkpoint save.
When finished, you have unlimited sprint (he won't tire out when running). Under normal circumstances, Vic will slow down after running. This is a good feature because in some missions on foot you need to get him out quickly and if he slows down to catch his breath the other people can catch up to him and kill him.
Fire Fighter
15 levels. Get into a fire truck and press R3 to start the mission. Like the ambulance, hit level 5 and 10 to get a checkpoint save. Get to the fire and use the circle and your L3 to aim and fire the hose until the fire is out. As you increase a level, a person will be added to save and after every four in a vehicle, another vehicle will be added and will increase with more passengers until you get to level 15. Put out the vehicle fire first and then hit the passengers with water until it is out. be quick and time will be added for each fire you quench on time. For each that you don't rescue on time you will have time will be taken away.
Finish all levels to be fireproof on foot. There are a few missions where you will either have moltov cocktails thrown at you or will be in fiery situations and being fireproof will help out tremendously.
Vigilante
If you are only opened to the east island, use the police motorcycle to do it. If you are on the west island, there is a way to acquire a tank. Use your home at the Clymenus Suite to attract a tank. Save your game before you start and make sure the garage is empty. Commit some crimes to get the cops interested in you. If you have popped all 99 red balloons, you will have weapons behind this house which include armor and there is health inside the house. You will need it as your wanted level increases. Keep causing trouble until the tanks show up. Kill everyone around and get in the tank, drive in the garage and run to the house and save. Reload the game and now you have a tank in the garage to help with the vigilante mission. It may take a few tries to do it.
Get in any police vehicle and press R3 to start the mission. Like the ambulance and fire fighter, hit level 5 and 10 to get a checkpoint save. You have to chase and kill bad guys. The higher you move up a level, the more you will have to kill increased by one. Criminals on foot can easily be run over. Criminals on motorcycles can be knocked off and run over. Criminals in cars can be killed by drive-by. Time is added for each kill, but each level resets you back at 5 minutes.
Passing all 15 levels will give you maximum armor protection which is a good thing when in missions where they are shooting at you a lot.
Taxi
Get into a taxi and press R3 to start the mission. This has a different twist than the other taxi missions in GTA games. You can either finish 50 fares or get $5000 to complete it. If you want to go for the $5000, it will require you doing 15-20 in a row if you are quick about it.
And another twist, instead of simply dropping off the customer in a timely manner (yes, you will have this type of customer), but you will also have other scenarios which include stalking another car from a distance, or being the getaway car, or taking the passenger to a few places.
When you finish, you will have taxis that jump. It's pretty much something you can do for the fun of it, but not any real practical usage for it unless you are using it in a mission and want to jump over cops that are after you.
Air Rescue
This mission can be started by entering the air rescue helicopter found behind Ocean View Hospital in Ocean Beach or on top of Schuman Health Care Center downtown. Press R3 to begin. Like the other rescue missions, you have 15 levels, hit level 5 and 10 to get a checkpoint save. You start with one and it increases by one each level. The helicopter can only pick up 4 at a time. Hover over the patient in the pink marker until they grab it. Drop them off at the nearest hospital by hovering low on the pink marker.
Wait for a clear weather day to do it because it tends to get blown around in the wind and rain. This can easily get caught in buildings causing it to blow up.
Finish all levels for maximum health increase. This is a good benefit when you are going to be shot at a lot.
Beach Patrol
East of the Standing Vice Point Hotel is a shack with BF Injection parked by it (the one on the beach before you hit the water). Get into it to start the mission. You need to complete 15 Levels with checkpoints at Level 5 and 10.
The easiest part is when you have to kill Bikers, just knock them off their bikes and kill them. There are also parts where you have to pick up the injured people for the ambulance that is stuck in the sand. The tricky one is the lifesaver assistant where you have to help him rescue swimmers by throwing them life preservers via drive-by and do it without hitting the boats which will have you fail the mission for an attack on the lifeguard who is throwing the preservers for you as you press the circle.
By passing all 15 levels you have Infinite Swimming Stamina and can buy a Bulletproof BF Injection at Sunshine Auto. This comes in handy for missions out on the water that will require you to swim into boats you may have to capture or if your boat happens to catch fire and you need to get to shore before it explodes.
Fire Copter
Unlike all the other civic duty type of missions, all he gets is cash for passing. Get into the fire copter located downtown behind the fire station. There are only 5 levels to it. As soon as you enter it begins. Go to the first fire and aim slightly over the fire. Tap X to release the water and when it is out, move on to the next one. If you press circle the water will come out faster and make it so you need to fill up more.
When you are out of water, go to the sea and fill it up and return to work. Keep it up until all fires in that level are out and return to the station to move on to the next level where your bucket is automatically refilled. At the end you get $500.
Rampages
Pull up a rampage map and use the feature on your map to keep track of the ones you have done (select, map, hold X to bring up the option to display hidden extras and use your D-pad to find rampages.) One new thing in this game, even if you pass a rampage, you can do it again. So if you love killing cars with rocket launchers or running over people with a vehicle or throwing moltov cocktails at your rivals, you can repeat the fun.
There are 35 rampages and 5 of them can only be found on the PS2 which were not included on the PSP. You get $50 for the first rampage passed and each one passed increases it by $50 until you hit the last one for an additional $3500.
Civil Asset Forfeiture Impound Vehicle
Now that the entire game is open, it will make it easier for you to find everything. You get paid for each vehicle and a bonus for each group finished. Do all lists and every Pay N' Spray is free.
Do the boats first as they tend to take the longest to acquire. Go to the dock area nearest Lance's place and you will find most of them at one shot. Once you collect all the ones from the list in that area, you might not find a few others on the list, so here are other places to find them.
List One (all boats)
- Dinghy - $300 (looks like a raft with an engine, go to the road to Leaf Links and under the third support beam coming from the West going East, you will find it. Jump in the water from the west end of the bridge and swim from beam to beam until you reach it.)
- Jet Ski - $500 (one man water ski found west of Interglobal Film Studio)
- Marquis - $900 (sailboat found at the south and the west docks)
- Rio - $700 (looks like a sailboat west from Stonewall J's Gun shop, off coast of airport)
- Reefer - $600 (looks like a police boat, behind the Compound)
- Violator - $700 (speedboat with a fin, northeast of golf course and southwest of the Pay N Spray)
- Squallo - $800 (speed boat with a higher fin than the Violator, northwest corner of the south docks)
- Tropic - $700 (looks like a yacht found on the north dock of Starfish Island)
List Two
- Streetfighter - $300 (bike that looks like a PCJ without a windshield north of the downtown Burger place.)
- Sanchez - $200 (dirt bike parked near your safe house on the east island)
- Oceanic - $500 (2-toned colored sedan parked near the south Pay N' Spray on the east island)
- Cuban Hermes - $400 (40s style sedan with flames found all over Little Havana)
- Polaris V8 - $700 (orange with black strip muscle car found in front of prostitution empire sites)

- Pony - $400 (a van, some have logos on it, found in the dock area on the west island, look next to Pay N Spray)
- Boxville - $500 (another van with a very boxy shape on the Print Works parking lot)
List Three
- Winter Green - $300 (looks like a police bike, right in the parking lot of the Malibu Club)
- Freeway - $400 (the Biker gang's bike, go to the Biker's bar on the north part of the west island near downtown)
- Banshee - $600 (looks like a Corvette, fast but clumsy ride, Starfish Island driveway)
- Cheetah - $700 (sleek sports car and sweet ride, found on the north road of Starfish Island)
- Comet - $500 (looks like a Porsche and handles better than a Banshee, east of the downtown Ammu-Nation)
- Phoenix - $600 (solid color with a strip along the side looks like a Camero found driving all over the south area of Vice Beach)
- Sentinel XS - $500 (four door sedan with spoiler on back in front of the Mendez home on the north-most side Prawn island)
- Mule - $600 (a cargo van that has storage above, southeast of Umberto's place in a warehouse near the alley)
List Four
- PCJ-600 - $500 (high speed motorcycle can be found in various places in the game or west of the parking lot behind VCN building which is east of Ammu-Nation)
- Deluxo - $700 (hatchback car with a spoiler, near Vice Beach along the road east of the north police station)
- Infernus - $900 (the fast sports car parked in Lance's garage)
- Sabre - $600 (solid color two door car that looks like a Chevelle parked in Little Haiti east of the Print Works by a shack)
- Stretch - $700 (the limo car, in the hotel across the street from the Malibu Club)
- Stinger - $600 (solid color two-seater car parked inside Prawn Island Film Studio)
- Maverick - $900 (looks like the police helicopter found north of the stadium on the helipad)
- Sparrow - $800 (looks like the Sea Sparrow without weapons found on the helipad at the southeast part of the airport)
Unique Jumps
Use the map to find all the locations. Get money for each done. Find all 30 and get an extra $10,000. It counts towards the 100%, but it does tend to get frustrating in some locations to aim it exactly right and land exactly in the right place. The best guide can be found here.
Empire Sites
When you complete the mission, To The Victor The Spoils, the empire building can start, but you cannot get the drug, robbery or smuggling empires until you pass From Zero To Hero. So really, it makes more sense to wait until you reach this part to attack all the empires. To keep track of empires done, press select, map, hold X to bring up the option to display hidden extras and use your D-pad to find empires you have already done.
There are 30 Empire sites in the game owned by Bikers, Sharks and Cholos. Once you start taking over an empire, the rival gang that owned it will try to kill you on sight and you will constantly have to defend it. So this makes even more sense to wait until this point and to have all 99 red balloons popped. You need the time and weapons to just hit them one after another when you are busy doing main story missions. By completely taking over one gang's entire empire business, you no longer have to worry that they will ever attack you in the game.
Start with the Cholo sites. Destroy the vehicle to get their attention and kill everyone coming out until you get the signal to go inside. Kill everyone inside and break up the places where the arrow points. Step out and buy it and turn it into a low rolling business to keep attacks to a minimum. Repeat with the rest of the Cholos sites and then the Sharks. Take over the Biker sites last. Until you finish the mission, Hostile Takeover, there is one empire site you cannot take over and that is near the Shady Palms hospital owned by the Bikers, although you can hear invisible people scream through the building if you throw moltov cocktails at that building.
There is a glitch in this where sometimes you will start to attack an empire by blowing up a car and it seems like no one is there. They are invisible. It helps if you have moltov cocktails or the M249 to just aim it around you until you get the signal to go inside and do the same inside. I had this happen twice.
If you obtain all 30, you get bulletproof cars in front of all your empire sites. Not really that exciting because you can still get these cars to blow up. There are 6 types of empires to obtain:
- Protection Racket
- Prostitution
- Loan Shark
- Drugs
- Robbery
- Smuggling
By taking over the empire site, you can buy it before a rival gang buys it. If you buy a high roller site, it gives you a new outfit to correspond to that business. The Leisure Suit for a high rolling prostitution empire. The Repo-Man for a high rolling loan shark empire. The Hired Muscle for the high rolling protection racket empire. The Track suit for the high rolling drug empire. The Hooded outfit for the high rolling robbery empire. The Smuggler outfit for a high rolling smuggling business. When you pass all the reputation missions for each empire, you get the Smart Suit.
Before you wipe out all the rival gangs, start out with the low rolling business types. You won't get as much money, but it will save you from trying to rescue all your businesses at once. When all the rivals are wiped out, get at least one of each type of business and feel free to upgrade all to high rolling so you can make more money.
You will want at least one of each type, but the remainder make them high rolling smuggling businesses to collect the most money. For each business type, you need to develop a reputation in that industry. The higher up your respect level, the more money your empires will collect each pay day. The easiest one to start with is the protection racket.
The Protection Racket - To go up the protection racket reputation levels, you will need a shotgun and baseball bat. There are 15 levels to complete. The easy ones you just show up at the store and bust up the merchandise to get them to agree to pay you. The next types involve taking over stores owned by rivals where you kill them and enter the store and bust up the place and kill gang members. The other type involves protecting your own stores from rivals trying to take it over, get there in time and kill them before they kill the merchant inside. Finish all and become an Ultimate Badass.
Prostitution - This is also pretty easy, especially if the pimping one from San Andreas was easy for you. Get into your Polaris V8 and you will pick up the girls and drop them off in time to get to a client. However, there will be certain issues to handle when the johns won't pay the girls or are beating them up, or kidnap the girl that will require you to save the girl and/or get revenge and kill the client. Although I heard there is a scenario where the client wants two and you need to pick up the second girl, it hasn't happened to me yet. Get all 15 levels and become a Mack Daddy.
Loan Shark - A bit more tricky because you are serving as a repo man who has to chase moving vehicles, a PCJ or a van of merchandise. Get the person or people off the PCJ or PIT maneuver the van without destroying all the merchandise to get them to leave and take it back to safety. Have some armor and a pistol or equalizer because sometimes the disgruntled people will shoot you before you try to take their vehicle. Complete 15 levels and become a Crim-Reaper.
This next group at least has fewer levels to complete, but they are drastically a bit more difficult than the first three.
Drugs - 6 levels to pass and become a Smack Daddy. "Cut a Deal" is the first one where it is a simple transaction. Get the money and deliver the goods. "Raw Deal" is almost like the first one, except you are ambushed and have to kill them and then get back to the warehouse without destroying your van. "High-Jinxed" has you timed to get to the location where the DEA was monitoring the spot and you have to get back to the warehouse with a 3-star wanted level. "The Ringer" is almost like Raw Deal except you get revenge for phony drugs. "Rival Gang" has you go to the meeting point by a certain time where you will be ambushed by Bikers and you need to escape them as they keep on you until you get to the safety of the warehouse. The last one, "Offshore Score" is easy, just get to the meeting point and take the jetty and meet the party at sea.
Robbery - Complete all 6 levels and become a Heist Meister. More difficult than the drugs. There are 2 different types of missions in this category, but as you move up a level it gets harder: "The Briefcase Courier" has you chasing down a courier with other vehicles protecting him. Get him to get out without destroying the car, kill him, and take the briefcase and go back to safety. "The Money Truck" has you chasing a vehicle before it reaches its destination. Chart out where it is on the map and get ahead of it to use your sniper to kill the driver or do a drive-by and kill the driver just don't blow up the van. You will get a wanted level and back up after you. Drive the truck to your business. On level 5, it involves a boat.
Smuggling - Complete all 6 levels of hell and become a Pirate Captain. Your goal is to try and recapture as many packages as possible in the time limit. The more you collect, the more you get paid. They are loaded into the van and you bring it to the business. You could blow the mission if you lose all the packages or blow up the van. Create your smuggling business closest to a dock or a Pay N Spray and start that mission in that building (the best site is on the west island near the Starfish Island road close to the Pay N spray). Most of these missions will involve getting on a boat, go out to the water and collect packages dropped in a timely manner (you can lose if you don't collect enough on time.) The more you advance the levels, the more likely it is rivals and cops will be out for blood and your wanted level will increase. This is why you also want to be near a Pay N Spray. The first two types are "The Drop" and "Supply and Demand" and are fairly easy. The next level of these missions will have the cops after you and more packages to collect. The last set of these missions will have more rivals and cops after you.
Turismo
After the mission "When Funday Comes", this will open up the Turismo races. There are two locations for these races. One is behind Sunshine Autos (5 races) and the other is behind the carnival on the East island (4 races). If you don't care much for the race side missions, be glad you have the PS2 because you only have to get through 9 instead of 12.
Before you start a race, you have to bring the right vehicle to the starting line. They do not supply it. If you destroy another vehicle in the race it will disqualify you. You will also have to pay an entry fee to compete whether you win or lose the race.
In the race listed below, you will notice I mentioned the PCJ-600. It is the fastest bike to use for any race, but you could use any, however, I would use only the PCJ unless it is raining and then I would choose the Sanchez which is easier to handle in slick situations.

Phil's Shooting Range
When you did the mission for Phil right after getting kicked out of the military, he had a place in the dock area. There is a building with a door you can enter. That is the shooting range. There are 5 levels to complete this mission. If you fail at any level, you have to start over at level one.
Each level has a point system to reach in order to get to the next level. You get points for hitting the right target, but get points subtracted for hitting the wrong target. Reach the right point level in the allotted time. If you have time remaining as you hit the right point total, don't tempt fate and shoot any more. You also have a limited amount of ammo. If you go gun crazy you might run out before you hit the goal.
You start with a pistol and a goal of 1000 points. Next level is a Micro SMG for 1500 points. Next level is a shotgun for 2000 points. Next an assault rifle for 2000. And last a sniper for 2500.
Completing this will give you a 25% discount at Stonewall J's and Ammu-Nation, plus $2500. You can keep playing this game for more money. Each additional time you play you get $1000 when you pass all 5 levels and an extra $500 each time you beat the highest accuracy and when you beat the highest score.
Vice Sights
Go to the main terminal of the airport and then head for the helipad where you will find the Maverick and enter it to start the mission. Fly in a timely manner and low enough so the tourists can get good pictures and keep it at a good speed to keep the fun meter high. If they get bored you fail. When you get to a marker you need to slow down and press L3 when you get to it so you can hover and then quickly move to the next target. After you hit all targets come back and get the next group.
There are 5 levels to complete. You get $500 after each level.
Rush!
If you have the PS2, this is a game you will not see on the PSP. It is quite fun and easy and can be repeated for extra cash.
Southwest of the Vice City Port Authority Main Building, is a Linerunner. Get in to start the mission. Drive into other cars to create property damage by making cars spin, flip, or explode or dislodge bikers, or by getting cars to collide into each other at one time.
You have a limited amount of time to create $2000 worth of damage. Take that main strip along the road where your first safe house is located. Drive as fast as you can and ram the cars and motorcycles. You should hit your damage goal before you get downtown.
The first time you pass you get $1000. Each time you pass after that you get $250.
Playground Missions
These are checkpoint races. It requires getting into the vehicles to trigger it. Get to each checkpoint in a timely manner and follow the course to the end and be in first place to pass. Many of the points are on the roof.
Playground on the Town
Behind the Downtown Police Station, near the Enforcer, you will find a parked PCJ-600. Hop on and head up the stairs to get the first one which starts the time. You have a little over a minute and a half to collect all markers. Use the ramp to jump from one building to the next. At the end of the last building, hop down to get the last ones on the ground and get to the finish line.
You get $500 to complete it the first time. You can keep playing again after passing, but won't get any more money.
Playground on the Dock
This is one that is only available on the PS2. Against the wall south of 101 Bayshore Avenue safe house in Vice Port is a PCJ-600. Hop on to start the mission.
You will go through an alley way, on top of a garage, through the grass...basically a lot of highs and lows on mixed terrain and in crowds. A difficult course. You must do it in one minute and 15 seconds. Pass and get $500. No money if you do it again after passing and to pass further attempts you have to beat your score.
Playground at the Point
Southwest of Vice Point Mall is a PCJ-600. Get on to trigger the mission. You have a 1:30 minutes to get all checkpoints. Same as Playground on the Dock. $500 to pass and no further money if you do it again, but you have to beat the high score to pass other attempts.
Playground on the Park
Only on PS2 can you do this one. At the Ocean Beach Parking Garage on the first level going southeast, is a PCJ-600. Same thing as the others, but you have to do it in one minute and 15 seconds. $500 to pass and no money for other attempts where you have to beat the high score to pass.
Mashin' Up the Mall
Inside the mall on the lower level is a kiosk with a BMX bike. Hop on to start the mission. You have to collect 50 coronas in 4:30 minutes. The red ones are easy because it requires just riding up to it to touch it. The green ones require a wheelie or a slight jump to collect. The blues require a stoppie (brake and lean forward). Start on the upper level and then go down for the best time.
$500 to complete. No money each time after that when you pass. You must beat the high score to pass future missions.
Land, Sea, and Air Ace
In this you will use a Sanchez, Jetski and Sea Sparrow. Go to the lighthouse on the east island and hop on the Sanchez which starts the mission where you must beat the time of 4:30.
Take the Sanchez along the checkpoints to reach the Jetski. Try to land near it and hop on the Jetski. Take it to the checkpoints and reach the Sea Sparrow. Carefully fly through the coronas and reach the finish.
$500 to complete. No money each time after that when you pass. You must beat the high score to pass future missions.
Crims On Water Wings
This is one of those games where you will only find it on the PS2 version.
East of The Lighthouse is a Skimmer near the end of the pier. Get inside to start the checkpoint race. You have 2:30 or less to finish to beat the standing time. Do this when the sky is clear and sunny and the water is calm.
Reward: $500. No money each time after that when you pass. You must beat the high score to pass future missions.
Haiti Hover Race
Southeast of the junkyard by the bridge is a Bover '64 hovercraft. Enter to begin the checkpoint race.
Reward: $500. No money each time after that when you pass. You must beat the high score to pass future missions.
Caddy Daddy
Look for the caddy parked near the Leaf Link clubhouse and step in to begin the checkpoint race.
Reward: $500. No money each time after that when you pass. You must beat the high score to pass future missions.
Crims On Wings
Go to the airport near the southeast main terminal and enter the area where the planes taxi. You will find a bi-plane. Enter to begin the checkpoint mission.
Reward: $500. No money each time after that when you pass. You must beat the high score to pass future missions.
Hyman Memorial O.D.T
Another PS2 exclusive checkpoint race. Find the southwest part of the Airport tarmac and look for the open hangar. There is a bi-plane inside. Enter to trigger the mission. You start with the plane, then a boat and then a bike.
